Su formación fue autodidacta. Actualmente trabaja en su taller en San Francisco Tlalnepantla, Xochimilco.
Entre sus exposiciones destacan: "Ni César ni Rangel" en la Galería de Arte de la Secretaría de Economía, "Animal de otra certeza" en Galería Alfredo Ginocchio; "Cuentahilos" en el Museo de Arte Contemporáneo Ateneo de Yucatán y "Seres Vivos" en Raemian Gallery en Seúl, Corea del Sur.
"Cuando uno se detiene frente a una alberca quieta, sin nadadores, es un espejo. La realidad que se refleja en ese espejo es la misma que está afuera, afuera de ese espejo, pero en cuanto el agua se empieza a mover con el vaivén de quien transita esa agua, toda la realidad se sigue reflejando en el agua, pero empieza a variar. Nadar siempre tiene una continuación en las imágenes que necesito construir". César Rangel.

He is a self- taught artist. Currently, he works in his workshop in San Francisco Tlalnepantla, Xochimilco.

"When you face a calm pool, with no swimmers, it is a mirror. The reality reflected on that mirror is the same as outside, outside that mirror, but the moment the water begins moving together with the one who transits that water, reality is still reflected on the water, but it starts to vary. Swimming
always has a continuation on the images that I need to construct". César Rangel.
